Maybe it was the COP who was walking. The truck driver, driving his truck, turned onto the one way street ahead of him and he knew he could never catch the truck, (it was speeding too) so he didn't even try. It never said that he wasn't breaking a law.
there is no truck so don't worry about that. but the given solution is foul because the problem said clearly that the truck driver was going the wrong way but (as far as I know) one-way streets rules do not apply to pedestrians. If the truck driver had a particular destination, he could have been not going towards it there fore "going the wrong way" and still not been breaking any law.

the police was there to escort the truck, the truck was not stoped cause it was meant to be going that direction, the plice had already cleared the street and was waiting dor the truckt o go by, or just simply moving with it
I thought that they were chasing the truck driver because it was on the run (or something) and there were police cars waiting at the other side of the street...

it was said to be a truck driver ONLY and never said that he was driving the truck.

There is no "wrong way" on a one way street if you're walking.
