two other solutions:

Each american businessman prolly weighs 300 pounds so thats .05* 300 = 15$ each. Just has to sell a few hundred thousand. Pretty good deal for a slave. Better still if your hungry.

Or ... the guy only sold 1 grain of rice at a time and charged the ppl 20$ shipping and handling.
He gets Pam Anderson, who I understand is a hit over there, to roll around naked on the rice before shipping to spice up the sales.

"millionaire - a person whose wealth amounts to a million or more in some unit of currency, as dollars."

Being a billionaire means that he was already a (multi-) millionaire and he became something he already was. The statement should have said something like: "and now he is worth a million dollars" which means he isn't worth more than a million dollars, but lets the reader assume he didn't have a million dollars before.

Semantics are off
For a semantics-based question, it seems odd that the semantics of the question make the answer impossible. A billionaire is still a millionaire, so he was a millionaire the whole time, and did not 'become' a millionaire.
