I believe it may be because of the fact that if the other two are laughing, it must mean he had the bird's gift upon his head, too. Yuck... I'm not sure I like this question!
Look at it this way, if one of the three sees even one other with the droppings on his forhead, he will laugh, so what is required for all three to laugh? It only requires that all three can see the droppings on at least one other's forehead. Thus, if two of them have it on their heads, all three can be laughing, there is no reason for one to stop laughing unless he feels the one on his own head, the solution doesn't work.
Though I could be wrong, and probably could have explained it better, I don't really think this is a logic problem at all, especially given the myriad possible reasons for the one philosopher to stop laughing, which indicates there are many plausible answers, not just one.

If this case were true, person B would laugh at the poop on person c's head. however, he would realize that person that since person c was laughing and he was obviously not laughing at person A, he must be laughing at him (person b) and would immediately stop laughing because he realized that he had poop on his head.
this case is not rue because person B did not stop laughing

the only other option is that all three have poop on thier heads. person a (you) realizes this and stops laughing
