i've seen 1 like this before---
the woman thinks she is the last person on earth but she doesn't want to be so she decides to kill herself. when she passes the 23rd storey she sees people through the window, realises she is not the last person on earth after all and regrets having jumped!

The woman was pyrophobic. The building was on fire so she jumped cause she preferred to die from a smack in the head than burned. However, briefly after she jumped and reached the 23rd floor she heard the firefighters reaching.
