Solution:

The victim’s wife and the killer are conjoined (Siamese) twins who share one body. One twin deliberately murdered the husband, but punishing her would inevitably punish the other, totally innocent twin as well. Because the law cannot harm an innocent person, the guilty twin cannot be punished.
