Solution:
They were two of a set of triplets (or quadruplets, etc.)

There is a problem with how this question was formulated. It should say, "a woman gives natural birth to two sons who were born WITHIN the same hour, not on. "On the hour" means at the top of the hour, which is misleading since two babies cannot be born simultaneously.
