I was under the impression that the required way of going in a one-way street applies to driven cars only. You cannot say 'he was walking the wrong way', as walking is allowed in any direction.

A pedestrian would not be thought of as 'going the wrong way' down a one way street because 'one way' only refers to those who are driving vehicles.

A police officer saw a truck driver clearly going the wrong way down a one-way street, but did not try to stop him. Why not?
