I am not a plant, yet I have a flower.
I am not a god, yet water obeys my will.
What am I?

Hint:

Think of a common gardening tool whose perforated head is nicknamed a "rose."

Solution:

The answer is a watering can. The detachable, perforated spout of a watering can is often called the "rose" or "flower," and when you tip the can, the water flows wherever you direct it.
