Solution:

The game involves two players alternately stating numbers, with each number needing to be within 10 of the previous number. The key to winning is to start with the number 1, allowing the first player to control the game. No matter what number the second player chooses, the first player can always respond with a number that is 11 more than the second player's choice, ultimately leading to 100 and securing the win.

assuming i understood the question correctly,

if there are 2 perosns, A and B.
If A says 4, B can say anything between 5 to 14.
and if B says, let's say, 10, A can say anything between 11 to 20.

and the first person who gets to say 100 wins.

Then the first person who starts the game should say 1, and he/she will win.

just start with number 1,
for whatever number the other person says, you say 12,
for whatever number the other person says, you say 23,
for whatever number the other person says, you say 34,
for whatever number the other person says, you say 45,
for whatever number the other person says, you say 56,
for whatever number the other person says, you say 67,
for whatever number the other person says, you say 78,
for whatever number the other person says, you say 89,
for whatever number the other person says, you say 100 and win.
